The EWS certificate lets a candidate from the general category claim the 10% reservation for Economically Weaker Sections in a government job or a college seat. Its full name is the Income and Asset Certificate for Economically Weaker Sections. This guide explains how to apply for an EWS certificate in Assam in plain steps — who qualifies, the income and asset limits that decide it, the documents to keep ready, the process at the Revenue Circle Office, and how long the certificate lasts.
It is checked against the EWS criteria notified by the Government of India, which Assam follows, and the district orders that make the Revenue Circle Officer the issuing authority in Assam.
One thing many websites get wrong: they tell you to apply for EWS on Sewa Setu. When we checked Sewa Setu's full service lists on 4 October 2026 (620 citizen services, 280 business services and the utility and scheme lists), there was no EWS or Income and Asset certificate service on any of them. The application goes to your Circle Office instead.
Who can apply for an EWS certificate in Assam
The EWS certificate is only for people the other reservations do not cover. You are eligible if:
- You are from the General (Unreserved) category — not SC, not ST, and not OBC/MOBC. If you qualify for a caste certificate, you cannot take EWS, and the other way round.
- Your family's gross annual income is below ₹8 lakh for the financial year before the year you apply. Family income means income from all sources — salary, agriculture, business and profession — of you, your parents, your unmarried siblings, and your spouse and unmarried children.
- Your family is within all of the asset limits below.
The EWS asset limits
Even with income under ₹8 lakh, your family is out if it holds any of the following. All four are tested, and failing one is enough to disqualify:

These are the Government of India figures. Some Assam sources restate the land limits in local units (bigha and katha) — the Circle Officer applies the notified criteria, so if your holding is anywhere near a limit, take the land records to the Circle Office and ask before you apply.
"Family" for the asset test is counted the same way as for income — you, your parents, your unmarried siblings, and your spouse and unmarried children. Property held by different members in different places is added together before the limits are applied.
What the EWS certificate is used for
You need it to sit against an EWS-reserved vacancy or seat — a recruitment that lists a 10% EWS quota, or a college with EWS seats. A general-category candidate with no EWS certificate simply competes in the unreserved pool. The certificate is not a benefit in itself; it only unlocks the EWS quota where one exists.
Not every recruitment has an EWS quota, and central and state recruitments each use their own certificate format. Read the notice: it will say whether EWS applies and which authority's certificate it accepts.
Documents you need for an EWS certificate application
The EWS certificate turns on income and property, so the paperwork is about those. Scan everything clearly before you start.

Take photocopies of everything and carry the originals, because the Circle Office checks them. How to apply for an EWS certificate in Assam
The Income and Asset Certificate for EWS is issued by the Circle Officer of the revenue circle where you and your family normally live. District orders say so directly. Barpeta's, for example, authorises every Circle Officer in the district as the competent authority under a Personnel (B) Department letter of 4 January 2025 and an office memorandum of 10 April 2019.
Step 1: Find your revenue circle
Your circle is the one your village or town ward falls under. It is shown on your land records (Chitha or Jamabandi), and your district administration website lists the revenue circles in the district.
Step 2: Get the application form at the Circle Office
Ask for the application for the Income and Asset Certificate for Economically Weaker Sections. Fill in your personal and family details, the permanent address, and the family income for the previous financial year. Declare the family's land and property against the four asset heads. Be accurate. A false declaration can void the certificate and any job or seat built on it.
Step 3: Submit it with your documents
Hand in the form with the documents listed above, and keep the receipt or the number the office gives you. Ask then whether there is a fee and when to come back. No fee or time limit for EWS is published on Sewa Setu, because the service is not listed there.
Step 4: Field verification
The Circle Office staff, usually the Mouzadar or Lot Mandal, check the income and the property holding against land records and a local enquiry. You may be given a date to appear at the Circle Office. Missing it delays the application, so go on that day and bring the originals.
Step 5: Collect the certificate
Once the Circle Officer signs it, collect the certificate in the notified EWS Income and Asset format. Check your name, your father's name and the financial year before you leave the office.

The validity point is the one that catches people out: an EWS certificate is not a once-and-forever document like a caste certificate. It states your family's income for a specific financial year, and most recruitments want one issued for the year of the application. If a notice opens and your EWS certificate is from a previous financial year, apply for a fresh one. Count working days against the Assam government holiday list 2026.
Common reasons an EWS certificate is delayed or rejected
- You are not general category. EWS is only for candidates not covered by SC, ST or OBC/MOBC reservation. If you hold or qualify for a caste certificate, you are not eligible for EWS.
- Family income over ₹8 lakh. All sources and all listed family members are added together.
- An asset over a limit. Failing any one of the four asset limits disqualifies the whole application, even if income is well under ₹8 lakh.
- No PAN. The PAN card is treated as mandatory for the application. Get one first if you do not have it.
- Missing the verification appointment. Appear at the Circle Office on the date given, with originals.
- Old certificate for a new recruitment. An EWS certificate from a previous financial year is often not accepted. Apply fresh.
- Wrong format. Central and state recruitments may need the certificate in their own annexure. Check the notice.
After you get your EWS certificate
Scan the certificate clearly, attach it to the application, and note the financial year it covers so you know when to renew.
