Who can apply for an EWS certificate in Assam

The EWS certificate is only for people the other reservations do not cover. You are eligible if:

  • You are from the General (Unreserved) categorynot SC, not ST, and not OBC/MOBC. If you qualify for a caste certificate, you cannot take EWS, and the other way round.
  • Your family's gross annual income is below ₹8 lakh for the financial year before the year you apply. Family income means income from all sources — salary, agriculture, business and profession — of you, your parents, your unmarried siblings, and your spouse and unmarried children.
  • Your family is within all of the asset limits below.

The EWS asset limits

Even with income under ₹8 lakh, your family is out if it holds any of the following. All four are tested, and failing one is enough to disqualify:

"Family" for the asset test is counted the same way as for income — you, your parents, your unmarried siblings, and your spouse and unmarried children. Property held by different members in different places is added together before the limits are applied.

What the EWS certificate is used for

You need it to sit against an EWS-reserved vacancy or seat — a recruitment that lists a 10% EWS quota, or a college with EWS seats. A general-category candidate with no EWS certificate simply competes in the unreserved pool. The certificate is not a benefit in itself; it only unlocks the EWS quota where one exists.

How to apply for an EWS certificate online on Sewa Setu

Step 1: Register on Sewa Setu

Go to sewasetu.assam.gov.in, register with a mobile number and email, and verify the mobile with the OTP. Application updates go to both.

Step 2: Find the EWS service

Sign in and select the service for the Income and Asset Certificate for Economically Weaker Sections (EWS), under the Revenue and Disaster Management Department. If you have no computer, a PFC or CSC can apply for you for a small charge.

Step 3: Fill the application form

Enter your personal and family details, the permanent address, and the family income for the previous financial year. Declare the family's land and property against the four asset heads. Fields with a red asterisk are compulsory. Be accurate about income and property — a false declaration can void the certificate and the application built on it.

Step 4: Upload the documents

Attach the income proof, the land and property records, the age and residence proof, the general-category declaration and the photograph. Keep each file inside the size limit.

Step 5: Submit and save the reference number

Review the draft carefully, then submit. Save the application reference number from the acknowledgement.

Step 6: Field verification

The application goes to the Revenue Circle Officer, whose staff — the Mouzadar or Lot Mandal — verify the income and the property holding against land records and a local check. You will usually be given a date to appear at the Circle Office, within about two weeks of applying; missing it delays the application. Bring the originals.

Step 7: Download the certificate

Once the Circle Officer approves it, the certificate is issued with a digital signature in the notified EWS Income and Asset annexure format, and is available to download from the portal. You also get an SMS and an email. A digitally signed certificate is valid as it is.

  • An asset over a limit. Failing any one of the four asset limits disqualifies the whole application, even if income is well under ₹8 lakh.
