Non-Creamy Layer Certificate in Assam: Who Gets It and How to Apply

By AssamJobDesk TeamPublished on

The OBC/MOBC non-creamy layer (NCL) certificate in Assam: the ₹8 lakh income test, documents, where to apply, the 30-day time limit and the one-year validity.

If you are OBC or MOBC and a job notice asks for a non-creamy layer certificate, you need two certificates, not one, and together they can take two months or more. The NCL certificate is issued only to someone who already holds an OBC/MOBC certificate, which has its own 30-working-day time limit, and the NCL service then has 30 days of its own. Start two months before the deadline you are aiming at, not two weeks.

The non-creamy layer certificate shows that your family is outside the "creamy layer", the better-off OBC families who do not get reservation. Without it, many recruitments will treat an OBC/MOBC applicant as unreserved.

Who Can Get an NCL Certificate in Assam

The eligibility the Sribhumi district administration publishes for this service:

  • You are a citizen of India and a permanent resident of Assam.
  • Your community is recognised as OBC or MOBC in Assam.
  • You meet the creamy-layer conditions in the Government of India's office memoranda of 8 September 1993 and 13 October 2008.

Those memoranda are the central creamy-layer rules. Families are kept out by the parents' posts (for example, Group A officers), by large land holdings and by income. The income limit has been ₹8 lakh a year since 1 September 2017, and the Dima Hasao district page on the Assam government site gives the same figure: a family earning less than ₹8 lakh a year counts as non-creamy layer.

Under the central rules, the ₹8 lakh test is not a simple sum of every rupee the family earns. Salary and farm income are judged through the separate tests on posts and land. So a family with a salaried parent may still qualify even when the total looks high. The circle office makes the call, so bring proof for every source of income and let the office apply the rule.

Documents You Need

The Sribhumi district page lists these:

  • The filled application form (scanned, if you apply online)
  • Your permanent residence certificate or another proof of residence. See our PRC guide if you do not have one.
  • Your OBC/MOBC certificate from the competent authority. No caste certificate yet? Start with our caste certificate guide.
  • Your parents' income certificate: from the Circle Officer if they are farmers, or from the controlling authority or Treasury Officer if they are retired salaried people

Scan everything before you start. If a file is too big for the upload box, our PDF compressor brings it down on your phone.

Where to Apply

Online, use the "Issuance of Non Creamy Layer Certificate" service on Sewa Setu. Our Sewa Setu guide covers login, tracking and appeals. You can also apply at your circle office, the DC or SDO (Civil) office, or a Common Service Centre.

The time limits on the district page: the certificate within 15 days of the application, and the whole process within 30 days. Sewa Setu lists the service at 30 days.

₹30 Charge, Plus Small Fees at a Centre

On Sewa Setu the certificate carries a statutory charge of ₹30 and a convenience fee of ₹10. At a service centre the district page lists a ₹30 service charge, ₹10 for printing and ₹5 a page for scanning, with printing and scanning free for senior citizens. Anyone asking for more is not charging an official fee.

Valid for One Year

The Dima Hasao page says the certificate is valid for one year from the day it is issued. An OBC/MOBC certificate does not expire, but the NCL certificate does, because family income changes. Some recruitments also want an NCL issued after a set date. Check the notice for a cut-off before you upload an old one.

Once your OBC/MOBC certificate is in hand, renewing the NCL each year is the short part of the job. Do it before the season's big recruitments open, not after.

State NCL or Central NCL

The Assam certificate is for Assam government posts and admissions that use the state OBC/MOBC list. Central recruitments (SSC, banks, railways, central universities) use the central OBC list and their own certificate format, and your community has to be on that list. The notice gives the format it accepts. If it prints a format, get that one.

FAQs on the Non-Creamy Layer Certificate

Can I apply for NCL without an OBC/MOBC certificate?

No. The OBC/MOBC certificate is one of the listed documents. Apply for it first on Sewa Setu.

Is MOBC covered?

Yes. The service is for communities recognised as OBC or MOBC in Assam.

My NCL is more than a year old. Will a recruitment accept it?

Probably not. The certificate is valid for one year from issue, and many notices fix a date after which it must have been issued. Apply for a fresh one.
